Does the Papacy fit this point too?
Yes, according to historians, the Roman empire was divided up by
barbarian tribes by the year 476 A.D.
"Though new states emerged to take the place of Rome in western Europe almost
as soon as the West Roman Empire finally collapsed in 476... Europe remained

The Papacy came into power in 538 A.D, a few years after an official decree by
Emperor Justianian in 533 A.D., the delay was due to the resistance and occupation
of Rome by the Ostrogoths.
